i think that's a rumour, people told me the same befor i went to sweden myself. my brother lives in sweden and he knows few people that do speak german properly. most do learn german as 3rd language, 1st english, 2nd french/spanish or so.
but maybe there are regional differnces? :unsure:

well you need to think in a simple way;
people in italy prefereably learn french instead of german, due to the regional circumstances, same goes for sweden, and since sweden is more related to germany than to france we can say german is a little more popular up there.
sure learning german is not an enormous duty for the entire swedish population, thats why most of them dont speak proper german, but you cant force them to , no reason for that.
i mean, english has erased the necessarity of learning several other languages, anyway .
