This was explained in the FÅ book from '98 by the script supervisor Malin Fornander and also later by Moodysson himself in the DVD commentary track. The story goes that because Agnes finally had got a friend in school her kind dad Olof went through the hassle to install an additional doorbell before the staircase specifically for Viktoria.

You could still call this out as an afterthought but this is the official explanation.
