This was explained in the FÅ book from '98 by the script supervisor Malin Fornander and also later by Moodysson himself in the DVD commentary track. The story goes that because Agnes finally had got a friend in school her kind dad Olof went through the hassle to install an additional doorbell before the staircase specifically for Viktoria.

You could still call this out as an afterthought but this is the official explanation.

There was a certain website from way back that hosted a far more amusing explanation - that Viktoria supposedly is the last Jedi warrior and therefore could ring the bell from the distance.
